The European Space Council will meet on the 25th November 2008 to discuss the possibility of ESA launching it's own manned space exploration program, by equipping the current ATV with a human rated reentry capsule. Looks like it will be launched on a converted Ariane 5, although by that time the next generation Ariane might be in service.
